In order to fully implement the thought of ecological civilization, comprehensively implement the decisions and arrangements made by the central government and the provincial government, promote sludge treatment and disposal to a new level, help fight and win the battle of pollution prevention and control, shape new advantages in the ecological environment, and promote the construction of ecological civilization in the Guangdong-Hong Kong-Macao Greater Bay Area, in accordance with relevant laws and regulations and in light of the actual conditions of this Municipality, the following decisions are made:

1. Sludge treatment and disposal is an important link of sewage treatment, involving water, soil and solid waste treatment, related to the overall situation of pollution prevention and control. It should follow the principles of reduction, stabilization, harmless and resource utilization, adhere to the government-led, highlight the main body of enterprises, improve the collaborative mechanism, pay attention to systematic promotion, ensure stability and control, strict whole-process supervision, and prevent secondary pollution.

2. The sludge treatment and disposal shall be dried in the plant and incinerated in the city, actively adapt to scientific and technological progress, develop new processes and technologies of green circulation, energy saving and low carbon, and establish and improve the sludge treatment and disposal system and mechanism.

3. The target tasks of sludge treatment and disposal are as follows: by the end of 2019, all the sludge drying facilities in the municipal sewage treatment plant shall be completed; By the end of 2020, the municipal sludge drying incineration treatment and disposal capacity will basically meet the demand. After the sludge drying reduction is implemented in the plant, incineration and disposal in the city will basically be realized. By the end of 2022, the municipal sludge drying incineration treatment and disposal capacity will meet the actual demand, achieve stability and control, and all sludge will be treated and disposed of by municipal harmless drying incineration.

4. The municipal and district people's governments shall, according to the division of responsibilities and powers, carry out the territorial responsibilities for sludge treatment and disposal, establish and improve the coordination mechanism for major issues of sludge treatment and disposal and the cooperation mechanism for specific issues between departments, guarantee the land demand and capital input for the construction of sludge treatment and disposal facilities, and strengthen the supervision of the whole process of sludge treatment and disposal.

5. Before the end of 2020, the municipal sludge treatment and disposal plan for 2019-2035 shall be completed in combination with the overall territorial space plan of Guangzhou, and the near-term construction plan of sludge treatment and disposal facilities shall be formulated. The relevant planning should scientifically predict the sludge growth trend, base on the actual and future development needs of Guangzhou, take the urban development scale and regional environmental carrying capacity as the basis, coordinate the layout of sludge treatment and disposal facilities, and pay attention to the scientific, forward-looking, systematic and compatible planning.

6. Where a new (expanded) sewage treatment facility involves a new sludge treatment and disposal capacity, the sludge treatment and disposal facility shall be planned, constructed and put into operation simultaneously with the sewage treatment facility.

7. Make every effort to speed up the construction of independent sludge incineration and disposal facilities, synchronously allocate sludge incineration and disposal facilities in newly built resource thermal power plants, improve the municipal sludge incineration and disposal capacity, and ensure the stable and controllable sludge treatment and disposal. Give full play to the role of sludge collaborative incineration in existing coal-fired power plants, cement plants and resource-based thermal power plants to further improve the disposal efficiency.

8. Strengthen the cooperation of the whole chain of sludge treatment and disposal, carry out comprehensive utilization of slag generated by sludge incineration, formulate relevant policies, and effectively improve the level of resource utilization.

9. The sludge treatment and disposal shall implement the whole process information management, strictly implement the transfer joint order system and management ledger system, strengthen the prevention of environmental risks, and take effective measures to prevent secondary pollution. If environmental pollution is caused by illegal or irregular treatment or improper treatment, it shall carry out restoration and treatment and bear the corresponding responsibilities.

10. Establish a sludge emergency treatment and disposal mechanism, implement emergency temporary storage, landfill site and municipal and external emergency regulation measures, solve sludge treatment and disposal problems under emergency conditions, incorporate environmental pollution prevention and treatment of sludge into emergency plans for environmental emergencies, and carry out emergency drills regularly.

11.Sludge disposal units are prohibited from receiving sludge in excess of their disposal capacity.

12. Sludge treatment and disposal shall implement the strictest environmental protection system, improve the supervision mechanism of the whole process, strengthen administrative law enforcement and judicial cooperation, strengthen law enforcement, severely investigate and punish environmental violations involving sludge treatment and disposal, and ensure the safety of sludge treatment and disposal.

13. Use the encouraging policies to improve the sludge incineration and disposal capacity of coal-fired power plants, cement plants and resource thermal power plants, and promote the construction and operation management of sludge drying incineration treatment and disposal facilities.

14. The Standing committees of the municipal and district people's congresses and their working organs shall perform their functions and duties according to law and urge the effective implementation of the relevant objectives and tasks set forth in this Decision. The municipal or district people's governments shall report the completion of the targets and tasks of sludge treatment and disposal to the people's congresses at the corresponding levels or their standing committees every year when reporting the environmental conditions and the completion of environmental protection targets.

15. The Municipal People's Government shall strengthen its organization and leadership, perform its duties according to law, formulate implementation plans for the implementation of this decision, and ensure the completion of all targets and tasks on schedule.

16. This Decision shall apply to the treatment and disposal of sludge produced in the sewage treatment process in urban domestic sewage treatment plants and integrated domestic sewage treatment facilities.

17. This decision shall come into force as of the date of promulgation.
